Cities and countries around the world are recognising the need to bridge the digital divide by ensuring that all citizens have access to the Internet. At the same time, city authorities are becoming aware that offering free Wi-Fi in public areas is popular among residents. As a result, many cities are providing free Wi-Fi services in densely populated urban areas.

This Implementation Guide provides guidance to city managers on how they should best deploy free municipal WiFi solutions. It examines the business case for their deployment and provides five case studies: New York, Qianhai, Buenos Aires, Bogota and Singapore.
